NOAA's Weather Prediction Center tracks excessive rainfall risk by estimating where rain could exceed flash-flood guidance within 25 miles of a point. On July 21, local reporting from Connecticut described storms that brought flooding, fallen trees, and several thousand outages.
The exact town changes. The household pattern does not.
Wind takes a limb. A limb takes a line. The house goes dark. Then everyone starts looking for the same three things at once.

The 1965 blackout showed how fast one small grid failure can become a household decision problem.
Parallel 1: The 1965 Northeast Blackout
On November 9, 1965, a protective relay near the Niagara generating system tripped under load. That sounds tiny. A relay is supposed to protect equipment. But the power that had been flowing through one line shifted onto others, and those lines began tripping too.
Within minutes, a regional grid became a chain reaction.
More than 30 million people across parts of the Northeastern United States and Canada lost power. New York City darkened during the evening rush. Hundreds of thousands of subway riders were caught underground or delayed. Some hospitals and newspapers improvised with backup power, neighboring facilities, and flashlights.
The important household detail is not that 1965 was exactly like a summer thunderstorm. It was not. The scale, cause, and grid technology were different.
The useful rhyme is the cascade.
One small failure outside the home moved faster than normal decision-making inside the home. People did not need a lecture about electricity in that first hour. They needed light. They needed communication. They needed to know whether to stay put, call someone, protect food, or move carefully.
That is why the first outage tray matters. It turns a dark house from a scavenger hunt into a checklist. The flashlight is already there. The battery bank is already there. The first calls are written. The freezer rule is visible.

That structure matters.
Rome did not solve night danger by telling everyone to be braver in the dark. It solved part of the problem by placing people and tools before the alarm. The vigiles carried firefighting equipment and were nicknamed the little bucket fellows. Buckets, hooks, patrols, barracks, regions: all boring details until smoke showed up after sunset.
The comparison should stay narrow. Your outage tray is not a Roman fire brigade. Your kitchen counter is not imperial infrastructure.
But the ancient pattern is useful: emergencies punish households that keep the right tools scattered.
A flashlight in a junk drawer is technically a flashlight. A battery bank in the car is technically a battery bank. A medication list in somebody's memory is technically information. But at night, under stress, scattered tools behave like unavailable tools.
Rome's answer was placement. Put the response near the risk. Divide the city. Station the equipment. Make the first move obvious.
A household can do the same at kitchen scale.
