That sounds like “nothing to do.” I read it the opposite way.

The National Hurricane Center’s Friday afternoon Atlantic outlook was unusually simple: after the final advisory on Dolly’s remnants, tropical cyclone formation was not expected during the next seven days.
That is not a promise that weather cannot change. Forecasts update. Tropical systems can appear later in the season. Local thunderstorms, flooding, heat, and ordinary outages do not need a named hurricane.

A quiet season can still contain one storm that changes everything.
The 1992 Atlantic hurricane season started quietly enough that many people had a reason to relax. By the middle of August, the basin still had not produced a named tropical storm.
Then a tropical wave organized over the Atlantic. On August 17 it became Tropical Storm Andrew—the first named storm of the season.
A week later, on August 24, Andrew struck South Florida as a Category 5 hurricane. Winds destroyed neighborhoods, ripped roofs apart, damaged infrastructure, and left more than a million people without electricity. The storm caused tens of billions of dollars in damage and permanently changed hurricane building codes and preparedness in Florida.
The useful lesson is not that every quiet week hides a Category 5 storm. That would be fear, not readiness.
The useful lesson is about timing. The quiet period before Andrew was the only part of the story where every household fix was still cheap.
A flashlight could be tested without urgency. A loose shutter could be fixed without rain in the face. Documents could be copied before evacuation traffic. A battery could be replaced before every store was selling the same batteries to everyone at once.

The famous speed of the Royal Road depended on ordinary stations being ready before the urgent message arrived.
More than 2,400 years ago, the Achaemenid Persian Empire managed territory stretching across a huge part of the ancient world. One of its most famous tools was the Royal Road, a long route connecting major centers including Susa in the east and Sardis in western Anatolia.
Greek historian Herodotus marveled at the Persian courier system. His famous line says that neither snow, rain, heat, nor darkness kept the royal messengers from completing their stages—a phrase later associated with the U.S. postal service.
The speed did not come from one heroic rider galloping the whole road. It came from relay infrastructure: stations, fresh horses, supplies, and a route that had been made usable before the urgent dispatch arrived.
That is the part worth stealing for a household.
A flashlight is your relay station only if the batteries work. A weather radio is useful only if someone knows how to turn the alert on. A backup battery is useful only if the cable still fits the phone. Stored water is useful only if it is where the family can find it.
The Persian Empire was an imperial communications system, not a hurricane-prep program. The comparison should stay narrow.
The design lesson is this: fast response is usually built out of slow maintenance done earlier. When the royal message arrived, the rider did not stop to train the horse, repair the station, or redraw the road. Those jobs belonged to the quiet days.
