That distinction matters.
Emergency officials may determine that a neighborhood can be re-entered. A structure can still contain ash, damaged insulation, broken glass, contaminated dust, unstable materials or other hazards that require more caution than ordinary housecleaning.
The exact risks depend on what burned and what the building contained. A household cannot identify every contaminant by sight.
That is why the practical rule is not “put on a mask and everything is safe.”

The 1906 San Francisco earthquake is remembered as a moment of shaking followed by days of devastating fire.
But for residents, the disaster continued after flames stopped.
Thousands of buildings were destroyed. Water and sanitation systems were disrupted. Streets filled with rubble. People lived in temporary camps while officials worried about disease, debris removal, food, shelter and the enormous job of rebuilding a city whose normal infrastructure had been damaged at the same time.
Photographs from the aftermath show something less dramatic than burning blocks but just as important: people sorting ruins, clearing masonry and trying to recover useful life from a contaminated, unstable landscape.
Modern occupational-health standards did not exist in the form we know today. Many people undoubtedly entered dirty and hazardous environments with far less protection than current guidance would recommend.

That is what recovery planning does at household scale.
You return, assess, document and protect before you rebuild or resume normal routines.
